PopUp or Notification at certain time

Was wondering if anyone has written anything that would change the front page or give a popup box depending on time.

My store links to my cafe and we are closed after 16:00 and before 07:30. Would like to do something like:

When not open limit orders to catering category and switch off takeaway.

Show a popup box when they hit site that says 'blah blah blah..no takeaway'

Change homepage content to give reminder.

Not an immediate requirement and goes in my 'nice to have pile'.

I use a pop-up blocker and, unless I'm expecting a site to use pop-ups, don't make exceptions. I know I'm not alone.

It might be better to enable or disable a block of text on the home page according to the server time, and also enable or disable whole categories or individual products as appropriate.
