Subscribers not showing under Newsletter dropdown

The Newsletter drop down box includes the ability to send email 'to all Newsletter subscribers'. I imported 300+ subscribers, and they are all located under the table 'subscribers'. Currently it (the drop down menu) seems to be pulling the information from the 'customers' table, but not from the subscribers table.
For example I only have (39) as the number of All Newsletter Subscribers. The number should actually be over 400.

Basically I don't think that the Newsletter Manager is looking at the 'Subscribers' table correctly, or at all.

basically I needed the query builder to suck up the info from the subscriptions table, I found the way to do this by looking at some other post variations.
