PayPal Website Payments Pro Shipping Field Error

I'm getting an error when people checkout using Website Payments Pro (Payflow UK). They create an account on our store and checkout, but the shipping address in the order generated has a blank county field.

EG:
Customer:
Test Testing
1234 Testing Road
TestTown
TestCounty
TE57TE
United Kingdom

Shipping Address:
Test Testing
1234 Testing Road
TestTown

TE57TE
United Kingdom

Billing Address:
Test Testing
1234 Testing Road
TestTown

TE57TE
United Kingdom

It shows with a blank line as shown above.

This may also be related to problems arising from people checking out with PayPal Express Checkout. It seems that a couple of people have tried to checkout with PEC and it has changed their Country field to United States instead of United Kingdom. Although this may be because we have the Payment Module set to create a Zen-Cart customer account for PEC customers. Perhaps this is unrelated, but thought it was worth mentioning here as well.

Despite applying the fixes outlined in the thread above, the STATE field is still missing when orders are processed via WPP Payflow UK.

Any help would be much appreciated.

I am having the same problem but I am using 1.3.7 with the recent patch and I am in the US. I am using paypal proflow and paypal express checkout. My paypal proflow seems to work fine, it is only the express checkout that is getting problems. Here one of my debug logs:

'ship_country_name' => (isset($response['SHIPTOCOUNTRY']) ? urldecode($response['SHIPTOCOUNTRY']) : urldecode($response['SHIPTOCOUNTRYNAME'])));

I tried these changes and still it is not working.
Any help would be great..... I am loosing lots of sales!
