Default Can't rename dist-configure.php because there is already a configure.php

I'm having to reinstall 1.3.8a from scratch and the install instructions say to rename dist-configure.php to configure.php. But there is already a configure.php in the includes/ directory with 0 bytes -- can I delete it so I can rename the dist-configure.php?

Yes - must not be a fully clean install if a configure.php file exists
