Shipping Not Calculating Right

Dear Folks,

I assigned a weight to each product attribute.
I selected an item that has a weight value of one.

The shopping cart when the product is added says

Total Items: 1 Weight: 1lbs Amount: $155.00

The above is right.

When I go to the checkout page it says

Shipping to US (1 x 4.00lb(s)) $22.99

How can this be?

In the administration panel I have all shipping options turned off EXCEPT
Zone Rates and Store Pickup.

Any light would be greatly appreciated.

Here are my zone entries
1:12.99,2:18.99,3:7.99,11:22.99,12:28.99,13:17.99

You may need to adjust your TARE settings in:-

ADMIN...CONFIGURATION...SHIPPING/PACKAGING

(Zencart makes the logical assumption that the WEIGHT you apply to a product is exclusive of the PACKAGING weight):-

Product = 1lb
Box & string = 2lb

Shipping weight = 1 + 2 = 3lb

The above settings can be adjusted to your needs.
