Virtual shipping, shipping address required?

but it doesn't really apply to what I want. I need a 3rd option. I need shipping address always required AND product is virtual. Is there a way to set this, possibly globally? Everything we are doing is either downloaded or a service. We use the shipping address to verify the IP address and phone number, to lessen the chances of scams.

Also is there a way to put this message "VIRTUAL GOOD: NO SHIPPING REQUIRED" that is sent along with the payment as part of a receipt?

Comeon folks. Okay how about just a message on the PayPal payment, that states that? I can go with free shipping with address required.
