Background Image & Background Color

Hello,
I really need help and I did search through the forums and I am still not understanding what I need to do. I would like to set up a website's background that is like this website for example one color in the background (green) and another color for the website (white here).
But, I would like to have an image in my back of the background where the green color is on this webpage and then a color transparent where the white is like the set up on this page.

How do I set up so I can have the two-tone coloring for the site and the background being the one image (not tiling) and the other color layering over the background?
I am creating a custom template and I added the image for the background that I created in photoshop to the images file but then I tried to put it in the background-image in the css file but it is not working.

I would be very grateful for any help step by step and thank you in advance for your time!

Hello Clyde,
I did create a great website about a year ago cagedtalent.com/store (Please check it out) but I did not practice what I learned. I truly want to learn what I am doing this time and I would appreciate any help. The website is basically taken all apart but it is phonebuddha.com
