I have made some progress! i found a different tutorial at:

This has removed the text I wanted, but I still have "Tag Line Here" above Welcome to my shop!
How do I get rid of this?

You should not be using includes/languages/english/meta_tags.php. You should be using includes/languages/english/YOUR_TEMPLATE/meta_tags.php. If you make changes to the files included with Zen Cart, all your work will be lost with the next update/upgrade.

I have been looking to fix this problem alllll day long. Still nothing. I've also went to look for meta_tags as suggested under my template.....there are not meta_tags.php files when I click on my template. This doesn't make sense.
