International taxes

Hello, i have recently started using zenCart and i am currently setting Taxes etc
I live in Europe so i have my own country taxes for whole European union, however i dont have to charge taxes for people outside EU.
Do i have to add all these country's for a 0% tax or is that default?

You should only have to create a zone for all the EU areas and the tax that applies then normally using shipping address as the delimiter if not in the EU zone then no tax
