Setting Time Zone clarification

I've been doing some reading here, and am I correct in saying that changing the setlocale parameter in Zen Cart (via english.php) does not result in the time zone being updated?

And this is why contribs like Time Zone Offset are needed?

If so, is this a bug?

Not at all...

This is due to grabbing the server time and this may or may not be your time so you need a method to off set server time plus or minus to your time.

Only if it make a difference to you or your customers.

What I mean is, if I have change the Zen Cart setlocale directive to my local locale, shouldn't the dates and times that Zen Cart uses be my local time and date?

It will process against the server time in all cases and I think that the default locale is GMT - then the server time against that

Sorry after reading this thread I still don't understand.

On my local machine the setlocale value is the default value i.e. "en_US.ISO_8859-1", but the store time is Sydney time, same as my WinXP's clock.

On my US server at Boston the store time is the local time at Boston.

So ZC seems to simply grab the server time. What are we supposed to do with the setlocale value?
