I have a buyer from Spain with items in his cart right now but he can't checkout because there is no shipping method showing up. It just says,
"Shipping Method:
This is currently the only shipping method available to use on this order."
But then there's a blank area and no shipping. It's just makes an endless loop if you click on "Continue Checkout".

But I'm not sure what to do next. Our site's version 1.3.6.
I am upgrading fresh to 1.3.8 soon, and developing that offline for now, but I would sure appreciate any suggestions on how to fix this immediate problem.
