is there a way for the store owner to receive an email each time a new review is posted on a product, so that he can then approve or delete the review?

Yep try Admin>Config>Email Options>Send Notice of Pending Reviews Emails To - Status
Set to 1Mods: Admin Activity Report || PO Box Ban || Empty Cart Manager || Autoresponder+ || Zip Validator || Desktop Data || SRiC
