I'm running 1.3.9h
Emails will not arrive in HTML format unless the recipient has a customer account in your store AND has set their email-receiving preferences to HTML.

Recipient has an account, or in the creation of account e-mail "Greeting e-mail" he has already selected preferences to HTML!
Still no HTML ?!
What are all your settings under Admin->Configuration->Email Options?

Two things:
1. Sometimes email servers refuse the HTML section of messages when sending using the "PHP" transport, because the sender hasn't authenticated. Changing to SMTPAUTH and setting your SMTP settings at the bottom of the list of settings on that same screen causes it to send authenticated messages, which are much less likely to be rejected.
2. I see you've started several other posts on the topic of trying to force HTML into the email message text. However, in order to protect the non-HTML messages from displaying HTML markup code for people who have text-only email clients, that HTML is often stripped out in favor of using the HTML email templates for that content instead.
Since your posts above seem to be oriented around the Welcome email, it's unclear to me whether you're simply looking for some HTML tags to follow from your language file into your welcome email, or if your problem is really about emails not arriving with the HTML section included in them alongside the text-only section which all messages will contain.

I'm sorry for the multipe posts, but I'm getting really frostrated!
1. Unfortunately SMTP and SMTPAUTH don't worl for me for some reason! Actually none of the othret e-mail transport methods doesn't work! I can only send e-mails via PHP
2. I''m reaizing that I have a problem with all e-mails! Not only the Welcome one!
Sounds like a problem you need to sort out with your hosting company.

I spoke to my hosting company!
They said that the only way I will be able to send e-mails is trough PHP...
They said that the HTML issue could be fixed by adding some "Code to the header" or something ike that... that lets e-mail servers know that it's html!
Any ideas?
As I said already, when you've told Zen Cart to send in HTML format, it automatically adds the HTML section to the emails.
If the HTML section isn't arriving, then it's because the email server (hosting company) stripped it off.
