It's better to use proper English here... Many of us foreigners don't understand American SMS-speak.
As regards your question:
The background image (if used) is controlled entirely by CSS declarations.
SEE THIS SITE's use of a static, centred BG image. Then look at stylesheet.css and see the body {} declaration governing its behaviour.
W3schools.com has good css tutorials.
Just in case you don't know how to view my stylesheet, here's the body declaration.
