My client has his own merchant account whic I will be incorporating into the CART.. question is , do I still need to setup https://.....? do I need SSL certs?

Probably, but check with the merchant account provider. Every on-site (i.e., not Paypal or Google Checkout) payment processor I'm familiar with requires SSL.
