Country restriction with Paypal Express

I am curious to know if Paypal Express can be limited to certain countries. Is their a way to setup paypal to pull certain zones that I allow so other countries that I do not ship to cannot conclude the transaction? Currently I am able to disable paypal as an option if they create an account prior to checking out. But for those who are using the paypal button directly on the cart page, I am trying to find the same solution. Anyone done this before?

Log into your business' PayPal account. Click Profile, My Selling Tools, Managing Risk and Fraud. Choose the "Country Monitor", add the countries for which you want to accept payments.
