I don't know of any full discussions. I do know that almost 2 years ago when I was asked to incorporate the feature into a ZC store that I applied the changes to all of ZC 1.5.x (that was available) and did not apply it to anything earlier because even then the 1.3.x series was obsolete or becoming so.
Having just done a comparison of the code change necessary to work on a vanilla install of ZC 1.3.9h and 1.5.0, there is ultimately little modified to add the feature. The version I developed included a switch to turn it off if desired. I haven't played around with the ZC 1.5.5 version to see what the ZC team did with it.
Oh, of course when I was working on the code changes, PayPal was calling it a PayPal express mini-browser and then decided on the in-context term.
I've said my peace on upgrading. I highly recommend it while the store(s) are still functional. Ask yourself how much money will I or my client lose if the store needs to be rebuilt because it isn't operating as compared to picking a convenient time for 5 minutes of down time to place the upgraded site online?

The PayPal code in v1.5.5 is significantly different than in v1.3.9. It also has dependencies on other non-PayPal components that have also been changed since v1.3.9.
It's REALLY a much better plan to upgrade to a newer more stable version of Zen Cart.
In the meantime if you're adventurous and don't mind risking breaking your site severely, these are the commits made to put In-Context Checkout into v155:
1. Add support for PayPal InContext Checkout (some of the changes in here are dependent on SIGNIFICANT changes made in earlier v1.5.x upgrades)
2. Force "Mark" mode when using InContext Checkout
3. Add configuration switch to enable/disable InContext checkout
But if you're that adventurous then you're probably brave enough to do an upgrade too ;)
