tax based on city in same state

How do I go about creating something that will charge everyone who orders in Oklahoma the tax rate for their individual cities? I can easily get this tax rate for each zip code but don't have a clue how to set up something like this.

I believe someone contributed a module to allow zip-code-based taxation for the state of California. This might be a starting point for you ?

It is an isn't. I don't really know much about programming stuff. I do know from looking that the California one only has zips and charges the same rate for all of the zips included. I need to have a different rate for every zip.
