account_history_info ENCODING Trouble

I have set my German Lang file to setlocale(LC_TIME, 'de_DE.ISO_8859-1');
both, in Admin & Catalog
Now, dispalying the special German characters (UMLAUTS) in catalog is fine.
When adding a new product using special characters...the display in catalog is fine as well.

Only the account_history_info section makes trouble.
All comments (using special characters) are dispalyed as ö ä ü....

This happens Admin & Customer side.
Any suggestions what to change?

Just offering a guess ... perhaps editing and re-saving and re-uploading the tpl_account_history_info_default.php template file using the right encoding/charset may be sufficient, as it's this file that actually displays the output of the data.

I did re-save & re-upload the file...same happens.

The problem is, that the issue is in admin as well.
And I just realized that it is happen wherever comment fields are used,
(e.g. > send Gift certificate) as well.

I use the TinyMCE as editor to define pages index & product description.
There, the inputs are displayed well.

"No editor" is used for all other sections in admin.
Order comments, send GC etc.


Edit: I tried the TinyMCE in order edit....but no change. The display issue remains

I have to add that (in order edit) only the part where the "comments" are displayed has the issue.
Any special characters outside the "comments" section are dispalyed fine!
Same happens clientside.

I miss something here.

So you're saying this only happens on <TEXTAREA> fields ?

Yes, that is right.
The rest of the entries (like product, Payment, shipping details with special characters) are displayed as they should.


I checked the database entries. They seem to be all right, as soon as you go editing the order (editing the comments), the Umlauts are displayed fine again.

Well, same issue is in "send coupon" email section

Haven't fixed it yet...any idea where to start fixing?
