The instantiation interface required modification to ensure that one and only one bulletin-board observer is installed:
* A bulletin-board observer must use the class's is_enabled() function to ensure that it does not complete its installation if another bulletin-board observer is already installed.
* A successfully-installed bulletin-board observer must use the class's set_enabled() function to register its presence.
* BUGFIX: Corrected interface version initialization, v1.0.0 returns "BB_VERSION_MAJOR.BB_VERSION_MINOR".
* BUGFIX: v1.0.0 mistakenly included the file /includes/auto_loaders/config.core.php, a core-file overwrite. This file is not needed (it's a copy of the file in the associated /overrides directory) and has been removed.
