Need help for language files with UTF-8

I've been set up the zen cart in Thai. Everything works fine. I've used UTF-8 for my mysql database and changed 'CHARSET' to 'UTF-8'. I've tried to change texts in languages files; for example, I want to change "Name" in Contact us page into Thai language. I edited the file "contact_us.php" in /includes/languages/thai from "define('ENTRY_NAME', 'Name:')" to "define('ENTRY_NAME', '<word in thai>:'). When I open the Contact us page, this word came out in unreadable texts. I also added this line "define('CHARSET', 'UTF-8');" at the beginning of contact_us.php. But it didn't work. Anyone can help me with this?

I've installed the zen cart v. 1.3.7 and used it in Thai. Everything works fine. I've set up my mysql database using UTF-8 and defined my pages by changing character set into 'CHARSET', 'UTF-8'. However, if I tried to change NAVBAR_TITLE or HEADING_TITLE in language files (includes/languages/thai/...), they can't be read. They comes out in unreadable texts. Anyone can help me with this...

UTF-8 is most likely not what you want if using a foreign language
