Sales tax shows for out of state but correctly not included in total

A couple months ago upgraded to 151. In state orders display and calculate tax in total correctly. Just took an out of state order. Correctly calculates total without tax, however state tax is displayed:

Sub-Total: $420.00
United Parcel Service (Ground): $8.41
California Sales Tax: $32.55
Total: $428.41

How do I remove the display of the tax on out of state orders?

I think I fixed it. I just deleted all the tax class information and set it up again. Probably a bit garbled database record from the upgrade in ZC version.
