We are not a retail business, but we want our dealers to be able to login and order.
We want the general public to be able to access the site, but not be able to see prices or buy anything.
The only way I think to do this is require anyone registering to answer a secret question. We will give our dealers the answer.

Set your store to allow prices visible only to logged in "customers".
Set your store to have manual approval for any customer applications.
Both settings in:
ADMIN >>> CONFIGURATION >>> CUSTOMER DETAILS
Customer Shop Status - View Shop and Prices
Customer Approval Status - Authorization Pending
