Free shipping SHOWs for some states and not others

[FONT=Verdana]Have an odd situation, the free shipping mod set to zone NONE will show free and $0.00 in checkout but other states the free shipping is just blank.[/FONT]

[FONT=Verdana]same item, just diff shipping address and state, in my case I have addresses for Canada, Alaska, Hawaii, Puerto rico, Montana.[/FONT]

[FONT=Verdana]The Puerto rico will show 0.00 in the free shipping but if I change my address to say the Alaska then the shown rate 0.00 will go empty and not show anything, is just empty like the mod is not installed.[/FONT]
