Looking for Help with Australian Shipping PLEASE!!!

I have recently setup a Zen store, we went ahead and used the OzPost module (PAID) which works fine but ...

Surely there is someone out there that has an working version to be used for general couriers??? I have spent hours trying to find some kind of info to use zone based rates, then i find out that we cant separate Australian states into zones for shipping.. is this correct?

What i am trying to do is have a different state incur a different shipping rate (only 1 price for shipping within the whole state), doesn't sound hard and you would think someone has found the formula by now!!
