Free Items displaying 'No Payment Options'

Probably a simple fix , but not one I have come across before - one of my sites is offering Free samples , The free sample is set up as a free Product with shipping address required . It all works and allows the user to checkout , except under Payment method in the cart it displays " We are currently not accepting payments from your region at this time" The site is set to a UK setup and the customer is UK.

If you ignore the message ou can checkout , but its probably confusing customers

There must be a little switch somewhere , but I cant spot it.

Site is on 1.5.1 BTW

are you using any shipping mods?

For orders with $0.00 charge and $0.00 shipping you will need the Zen Cart Free Charger freechager Payment Module to be installed ...

See if that helps you get this working properly to go to Modules ... Payments ... and install it ...

Its "built In" (It isn't an add-on mod)
Admin->modules->payment->Free Order
