Added usps web tool api to my shipping module and its doubling the weight

I have downloaded and added today the integrated Web Tool from the USPS API to my Zen cart.. was soo happpy!! Its a great tool and will help to save my biz money by actually calculating the correct price for postage. BUT it is DOUBLING the weight i have programmed into the items for sale.

USPS states that this is something that is misconfigured in the zen cart itself. How can i fix this? I already tried to decrease all the items' weight to be 1 pound, but they are all showing up as 4 lbs. at check out.

What do you have set in

admin > config > Shipping/Packaging > Package Tare Small to Medium - added percentage:weight

it says 0:3

I thought so
1lb + 3lb = 4lb

Change it to 0:0 or another tare weight you find acceptable

That value is to account for the packaging weight
