Admin Default Language [Support Thread]

I've packaged the change discussed here into a plugin.

Essentially, if you have a multi-language store and you want the default language for your admin to be different from the default language in your store, this plugin's for you! The plugin defaults the admin language to English, but you can (of course) change it to any of your installed languages!
