Skip checkout step 3 of 3 or warn if closing tab
I find that a lot of customers get all the way till checkout step 3 of 3 but the page appears to them like an order confirmation and they file to hit "Confirm Order"
I'm Thinking of 2 solutions with the 1s't preferred.
Either skip step 3 and orders should be placed after choosing the payment method or show a warning when attempting to close the browser/tab tha order has not been completed.
I appreciate any help in this matter

How about neither of these choices, and instead spend some time tweaking your language files so the text on the screen CLEARLY tells the customer what they are doing at that final step so it's CLEAR that they MUST press the button to COMPLETE their order.. Step 3 is important so that customers can review their order and make any changes they might need before initiating that final step. That said the default text used doesn't IMHO fully/clearly communicate that message..
You can also install COWOA where I spent a LOT of time tweaking the on-screen messages for a better user experience/clarity.. I have a beta version of COWOA on Github, which further tweaks the on-screen messages and improves the user experience even more..
In other words make sure the WORDS ON THE PAGE convey the right message, and users will have a better experience and know what is going on..

... and there are some legal requirements making the confirmation mandatory (in some format) in most parts of the world, at least where credit cards are used.
