Paypal express checkout without account force to create new paypal account

I just upgraded to V155e with the option to pay with CC without having a paypal account.
The payment info page force creating new paypal account, without an option to opt out.
Please see attached pictures
How can I remove that section or add an option for the user to choose?

I have a verified business account, tried using different browser, cell phone, the same exact page c

Yes, the setting for "paypal account optional" is set to "on".

Express paypal is the only payment module currently active on my website.

When checking out with incontext fully enabled/installed, the paypal window appears over a shadow box basically as a popup. It's the way paypal is going for all of their services, though in the future it will be implemented differently than how ZC has previously seen. Most other methods are being deprecated.

What happens when you just fill in the CC information?

Is it safe to assume you are in the USA?
Could it be that the email address provided to PP for the purchase has been used 10 times without a PP account?
That is an undocumented or hidden in really fine print regarding 10 purchases, anywhere, any merchant according to our PP account rep.
