ZipCodeZone -- Working on updated module help

I am updating this module:

The current module is set only for price and I updated that to include Weight, Price, or Item.

My issue is code for Shipping Zone If a zone is selected, only enable this shipping method for that zone.

This module would do the following which I hope to finish by end of week.

1. Shipping Rate is determined by destination zone according to UPS and DHL 7 Zone zipcode freight chart. Easily
configurable to other countries and different shipping charts.
2. Zipcode Zone determined by MYSQL driven data base.
3. zipcode table easily convertable to most countries
4. handles shipping by percentage or flat rate
5. Number of Zones are adjustable set to 7 by default
6. Start zone is configurable 2 by default
7. Can have more than 1 percentage or flat rate per zone
8. handling rate can be added to each zone
9. Handling Per Order or Per Box Zone (when by weight) *New Feature added
10. Shipping cost by Weight, Price, or Item *New Feature Added
11. Able to ship only to a certain Shipping Zone *New Feature added --- Need help integrating this in code.

Can you please stop opening a new ticket for the same problem. There are at least 4 threads now with the same problem. This makes it very difficult to help.
