Apart from a SQL query, as far as I can see there is no function to determine if a specific sidebox is active.

There's no built-in function if that's what you're asking.
If you want to see the logic for doing the SQL query to figure it out, see includes/modules/sideboxes/bootstrap/search_header.php.
