Commenting out line 12 (and for valid HTML, line 17) causes the list to display as an unordered list with the default bullets included.
At least that's how the sidebox display with the built-in responsive_classic template; what template are you using?

The Classic Template should only be used as an example or test of the system. It is "not ready for Prime Time". It has changed little in the last 15 years.
If you are using 1.5.8a and PHP 8.1, I would go with the bootstrap template.
I am a bit curious as to how you are able to accept cash through the browser.:P

Noting that the responsive_classic template doesn't provide an override for that sidebox's layout, so the template_default version would be in use.
