Shipping Setup Question - 2 USA Zones

I am running ZC v2.1.0 and I have a question about shipping setup. Related to USA states as zones.

My client sells ATVs and ATV Parts

Parts: For all his parts, we either want to offer free shipping or USPS shipping. I know how to setup this part.
ATVs: ATVs require freight and are expensive. For these we want to setup 2 zones within usa

• Zone 1: South, south east, midwest USA $200
• Zone 2: NE and NW states + $450

Also, ATV's cannot be shipped to: CA, OR, NY, or NJ due to ridiculous shipping rules. So I would have to shut those states off the flat rate shipping for ATVs as those states cannot be shipped to, therefore I want to shut those states down.

Is it possible to setup regular USPS shipping and attach to all smaller ATV parts and allow USPS to calculate (or my client might continue to do free shipping) on these items? Plus also the attach a flat rate to all heavier ATV's based upon 2 zones? A flat rate of: $200 for most USA (zone 1), and $450 flat rate to NE and NW states (zone 2) I identify?

I don't see how to break up the USA states in zones within the built in shipping section. Any suggestions would be much appreciated.

You have to build two zones which each contain the relevant states.

So for my 2c, I would use the zone table module. Yes you will need to setup zones for (Zone 1: South, south east, midwest USA $200
Zone 2: NE and NW states + $450) as swguy stated. However, the important caveat is that you can set them by weight, in order to be able to charge (if desired) for small items & still cover the ATVs.

mprough yes I was playing around with zone table yesterday. Where it gets tricky is the differences in weight between items. I need the shop to charge per ATV, dirtbike, Go Kart. Some ATV's weigh 200lbs, others weight 400lbs. A dirtbike can weigh 125lbs or more. So doing weight is also a little tricky. I think I need to do it by item which was also available. At $200 - $500 shipping cost per item I can't get this wrong. LOL

But my client also sell ATV parts and wanted to ship all of them USPS. I don't see an option on each product to choose shipping per item. That would be real nice. But this is where it gets even more complex. now I know why I had advised free shipping all this time and just added it to the price of the item. However, I cannot do that anymore with ATVs, dirtbikes, Go Carts that are shipped to certain states, cost 2 times as much as everyone else in the majority of the country. That's a cost that cannot be absorbed. And my client sells a lot to the NE and NW states that charge twice as much shipping.

In summary ideal situations is:
All parts get shipped USPS (I have a USPS plugin installed already)
All ATV's, Dirtbikes, Go Karts get $200 charge per item to most US States (Flat Rate per item?)
All ATV, Dirtbikes, Go Karts get $450 charge shipping to NE and NW states. (Flat Rate per item?)

No shipping: International, HI, AK, CA, NY, OR, NY.

I didn't see how I could get the USPS and flat rate to work together either. If I cannot get USPS and flat rate to work together then maybe I need to do free shipping for parts and then flat rate for everything else.

Only one shipping module is used per order.

Here are the results of this thread based upon my needs:

I was able to install and use 2 NEW USA state zones by adding new zones to my database (as mentioned by swguy):
USA Zone 1: Most States (Central, South, Midwest)
USA Zone 2: NE & NW States

I installed the: Zones Table Rate shipping module, and attached a flat rate to each of those zones above. 2 zones set at 2 different prices. Set this shipping plugin to to Per item, to be sure each vehicle gets charged, as vehicle weights vary and I don't want client to get stuck with improper calculation.
- I also use Free shipping shipping module for all the parts which are much lighter, smaller and can be shipped USPS. Include shipping in each parts price in store.

Results: it works properly.
1. Any Parts added to cart: equals free shipping.
2. Any Vehicles: Zone 1 or Zone 2 Charges properly for states in each zone, even when I add single or multiple vehicles.
3. Combination Zone & Free shipping (Vehicles + Parts) It only charges for the vehicles, the parts stay free. So the combination works perfectly as well.

This solution work out just fine and is good for my client. I appreciate all of your feedback and help.
