The problem does not depend on the type of device you're using, it depends on the version of PHP that your Zen Cart is running on. If it's running on PHP 5.3 or later, the 'short-open tags' will result in a PHP error.

I would make the change too for the simple fact that it "future proof's" the code.. As more and more hosts are moving to PHP 5.3 or PHP 5.4 using PHP short tags will break the site..

Hmmm..... interesting.
My host runs PHP: 5.4.18 on the server.
I'm not sure what to expect if the tags are breaking, also someone has said they're not seeing any obvious errors when they use their smartphone - however they are not familiar with what to expect so wouldn't know if it was wrong.
He sent me this screenshot of the categories drop down off his phone, and it looks OK, but maybe I'm wrong, :unsure:

Right.. do whatever you think is best.. I replace short tags just as a rule of best practices because I know they aren't supported by newer versions of PHP.. You may opt to ignore this and leave things be.. whatever works for you..

Short tags are still being widely used and in most cases the errors won't prevent the site from displaying or working correctly, 5.4 introduced the short echo syntax and most hosts give the web owner the ability to enable or disable.

As with any template, if you want to use it in a language other than those provided with the template (my templates only come with english) then you need to copy over all of the template language files to your new language and translate the english to your language.
