When I go to Config>Layout settings to enable the banner, it isnt working for any of my banner header positions when I enable it. If I try to enable it on the footer positions, the banner displays as it should.

Just to verify.... this is definitely a template issue. Switching to the classic template fixes the problem... can anybody help? Thank you!
Thank you for using our themes. Please let me explain. We re-worked this section of the banners to appear only on home page on the central section for the Black Pure Zen Cart theme. So, if you add the banner to the "Banner Display Groups - Header Position 1" or to "Banner Display Groups - Header Position 2", they will appear on the central part of the home page only.
