You still have some Sort Orders set to 0 and others defined ...
Either set them ALL to 0 or give them ALL a unique Sort Order ...
is it that under zone definitions I should 'insert' the zones i want?
Let me state again the requirement:
I ship in India. And the shipping rates are defined as per these areas:
Local, South, Karnataka, Rest of India.
So I need to classify a shipment in either of these areas to arrive at the shipping cost.
Is it possible ?

You are showing some shipping modules with a Sort Order of 0 and some shipping modules with a defined Sort Order ... you need to *either* have ALL shipping modules set to 0 or ALL shipping modules with a unique, non-zero value ...
On the Zone Table shipping module, do you want a separate shipping cost definition for each of your Zones for:
Local
South
Karnataka
Rest of India

Your Flat Rate flat shipping module still reads 0 ... they ALL need to either be 0 or ALL need to have an unique Sort Order ...
If you want to set a unique shipping cost for each of your 4 Zones, then you need to make 4 Zone Definitions with DETAILS setup for each one ...
Then, after your Zone Definitions are created, you need for the Zone Table Rate zonetable to do a REMOVE, INSTALL and re-configure with your Zone Definitions ...
I have put flat shipping because its a live shop and till the other shipping option does not work, this will work well.
Shall i remove flat shipping ? As once the zone tables are set, i do not need it.
Once your Zone Table Rate zonetable is working ... then you should remove any shipping modules that you are not actually using ...
