I am not certain because I have never tried to do this, but you might need to remove all of the references to the responsive DIY template default in the various files. Or, maybe you could just remove the responsive.css stylesheet.

I try to delete the responsive.css, but it dont work.
Is there any way i can view the mobile phone view and tablet view in my desktop pc?
just like the winchester template :

From ken
You need to download the DIY responsive template v 2.1 which this template uses and go through file by file and remove the code. There is no way really to teach you how to do this.
