Hi, where are you generating your thumbnails from (what software)? Are the original images on your HDD pretty good quality? How are you re-sizing them before uploading them exactly?
Images this small will definitely look better if they're not sasved as .jpg compressed files. Consider using .png 24 files for such small thumbs and although the image size will increase, the quality will be so much better.
However, if the full size images on your product pages are the best quality version of these images then you will not be able to improve the 45px; thumnails any as the original quality just isn't good enough to produce a thumb this small. If this is the case then consider increasing the dimensions of your thumbnails to at least 100px; wide.

All images are pretty good quality and resized using Photoshop. When uploaded to the site, IH2 creates the small thumbnails and the only way I can increase its quality without creating small thumbnails separately is by changing the setting of "Resize Images" to NO. The problem with this is that all thumbnails will have a file size of 12-15K bytes and that is a bit too much.

So your current image settings are IH small image compression quality 100. If so then this is the same quality you'd get re-sizing the images yourself in Photoshop. Compare and contrast both methods (those from IH at 45px wide against Photoshop rendered at the same width) You'll see they're aesthetically the same.
Can you send me one of your best quality, original images and I'll play with it and see what I can come up with?
- What dimensions are your original images?
- Are your original images .jpg?
P.S., I notice you have a 'larger image' text under your main product image which suggest the images click to enlarge but they don't?

Dimensions of original images varies from image to image and then I use Photoshop to crop the images to 160 by 175. This is what I upload to the site. Regarding larger images, I will upload them separately. All original images are BMP.

If you are happy with a slight file size increase then try Photoshop's save for web and devices, choose PNG24 as the file type and you'll see a much crisper image only a little bigger than your .jpg compressed images.

IH has the tools to change the file format on the fly.
Saves you time from changing all your images using Photoshop.
You can as a option upload your bmp files and IH can convert them to gif, jpeg or png on the fly.
You can right now (takes about 5 secs) make it so only the small image convert to png format using the images you already uploaded.
As noted, IH can not improve poor looking images.
