There appears to be a compatibility issue between the Ultimate URL's SEO module and the Paypal module which results in orders getting stuck in limbo.

Was this ever fixed? I though they posted a PayPal fix a while back?

I haven't found one - though changing the HTTPS config settings seems to have resolved the problem for me.
