If it is working on one site on the server and not the other, then it is unlikely to be either the server or IH3 that is causing the problem
on the non-working site
1) What lightbox are you using (full name and version)?, try to get imagehandler 3 working before adding any light box mod
2) what are the permissions on your images folder
3) What are the permissions on your bmz_cache folder
4) are any files/folders being created within the bmz_cache folder?
can you confirm that these files are on your server
includes/modules/ArtSite/main_product_image.php
includes/functions/extra_functions/functions_bmz_image_handler.php
What happens if you delete the .htaccess file in the bmz_cache?

2) 777 inherited from what I can tell. I've been having issues with GoDaddy on getting their FTP client up, as I don't quite trust Filezilla yet. As soon as I get phone service back, I plan to call them and fix this. Filezilla tells me this is the permission, though.
3) 777 inherited, again.
4) No files are being created in the bmz_cache folder.

I deleted .htaccess from my website, cleared the cache on my browser, went back to my website and looked around. .htaccess is still gone, and watermarks are not showing.

FileZilla is far more trustworthy than Godaddy's FTP program.
Next, try navigating to your site with FileZilla and deleting all the folders and files in the bmz_cache folder, leaving only the bmz_cache folder itself and the index file.
Then clear your browser cache again and take a look.
Once that's done, please come back and report on results.

You might want to keep the .htaccess and .keep as well although they may not be visible depending on your Filezilla settings.

Woops, my bad. I meant the .keep file but I typed index file. Do get rid of the .htaccess file though, because we're troubleshooting to see if that's causing the issue as it has occasionally for others.
So, to clarify what I posted previously....navigate to your site's directory using your FileZilla and delete all the files and folders inside the bmz_cache folder except for the .keep file.
Then clear your browser cache, visit your website and see if your images are watermarked and being served from the bmz_cache folder, and then please report your findings back here.
If this solves your issue, you can create a new .htaccess file by opening an MS Notepad blank file, and then copy/pasting the required info in there. Save it as .htaccess and upload it to the bmz_cache folder. (You can get the required info from the original .htaccess file that came with the download pack).
Don't ask why this works. None of us have been able to figure out why it works or why it's an issue for some folks to begin with.

There was nothing in my bmz_cache folder (except the .keep file), and I deleted the .htaccess file a few posts ago. I restarted my browser and cleared my cache, but no help.
I'm really wondering if it's a permission issue. When I try to change permissions with Filezilla, I'm noticing it gives me an error. This is why I'm trying to get the FTP client on Go Daddy working, just for permission.
I'm going to check this out before I waste anymore of your time. If I get it working and the permissions are correct, I'll post here and let you know and ask for more suggestions.

it is never a waste of time when you help us help you...lol
you can check the folder permissions by going to your cpanel at godaddy then choosing to see file manager..it lists all the files/folders on your server then you can change the ppermissions from 755 to 777 or the other way around depending on host

OMG! FINALLY!
The problem: bmz_cache folder had the wrong permissions. I also reuploaded my .htaccess file, too.
I just got off the phone with GoDaddy. They fixed my account so that I could get on my FTP client. Filezilla was telling me the wrong permissions. Once I fixed that, it all works great.
