Was my thought as well until I saw torvista's post. Seemed like it might explain what was "done", but then again maybe the person posting/installing incorrectly stated how they got the admin/includes/configure.php file that they got. Thread involved.

Then perhaps it's best to ask them that, in that thread. You'd need to see the old configure.php files to know for certain.

Given the nature of the person's posts in that other thread, I doubt they'd customized the configure.php files there.
