IIRC, the 13-15.99 ounce rates are only applicable to Online pricing, not retail.
I get quotes up to at least 15.9 ounces which also includes my tare weight setting.
Yes, that fixed it.
With the USPS minimum shipping rate defined, max weights defined, and online pricing chosen; the USPS rates look fair.

USPS LOWERS FIRST-CLASS RATES EFFECTIVE APRIL 10 :clap:
Effective April 10, 2016, the US Postal Service plans to reverse a 4.3% surcharge previously applied to certain mailing rates and services, including its First-Class Mail Parcel rate at USPS retail locations, Media Mail rate, and extra services such as Domestic Insurance and Signature confirmation.
Will the module need to be tweaked for this?
