I thought it was time to begin a new support thread for the Local Sales Tax Mod mainly because the old thread was getting a bit lengthy and the title was somewhat misleading since the mod has moved way beyond the testing phase.

A Little Info on the Mod
The module should apply tax based on the field you choose options are Zip Code, City, and Suburb.
It should also compound the tax to whatever zone taxes you already have set up.
Which means you can apply multiple taxes to any zone based on different criteria.
Even though this mod does not overwrite any core files or effect any data tables, its ALWAYS a good idea to backup your DB and files.

I am so happy you have started a new thread for this.
I am having trouble uploading the mod to my site. When I upload the sql file, it just says, "Failed" at the top of my admin panel.
I went through the last thread and saw someone who had the same problem, so I tried to follow the direction there, but was unsucessful. :dontgetit

So did you try to copy and paste the sql statment into the text box rather than upload the sql file?

No way, I have tried that before and it didn't work, but this time it did.
I added a ; at the end of the code and it went through! Zen cart notes "be sure to end with ;"

and am having problems with my order total. If I change the sort in order total so the quantity discounts come before sales tax, then the quantity discount is not included in the "Total Amount". If I change the sort order so it is after sales tax, then it is reflected properly in the "Total Amount" of the order. Gift Certificates (redeemed) are similar if the sort order is before sales tax in that the "Total Amount" of the order excludes the gift certificate in the calculation. However, if the sort order for the gift certificate is after the sales tax, the "Total Amount" is totally screwed up almost double what it should be. Can someone help me out here?

Update on previous thread on Gift Certificates:
Sub-Total: $5.00
Flat Rate (USPS Flat Rate Shipping): $5.00
98101 SEATTLE 9.00%: $0.90
Gift Certificates: -$8.17
Total: $4.56
In order for the Gift Certificate to calculate, I have to set the sort order after local sales tax. When I do that, the sub-total, shipping, and gift certificate are doubled.
Sub Total = 10.00
Shipping = 10.00
Gift Certificate = -16.34
Sales Tax = 0.90
Total = 4.56
Does anyone know why this is happening? Can you help me out?

It appears there is calculation error in the gift cert totals in version 1.3.8. Before we proceed I need to know what effect the bug fix has on the totals you are seeing.

LadyHLG, first let me thank you for this great mod which seems to be exactly what I need.
I managed to install your package without any problem. My only problem now is how to enter my own state's information into your module.
I selected Location/Taxes > Local Sales Tax, then click the [new tax rate] button.
Now, I have a list of towns (not ZIP codes) in my state which have local sales tax. How do I enter that list?
I only noticed the following instructions for ZIP codes:

What do I use to separate the towns in the list? commas? spaces? How do I enter towns that have spaces in them (e.g. "East Springfield")?

City names can be entered one per record or in a semi-colon delimited list, (with spaces as is).
ie - Smallville; Gotham City; Metropolis
Obviously, cities don't have ranges so you can disregard that.

Thank you very much! This is clear now.
Unfortunately however, it seems that I was too quick to declare that I installed without any problem. Now that I try to do a test checkout, I receive the following in step 2 of 3 (Payment Information):

Just in case the following could be helpful in diagnosing the above problem: I suspected the the table that was supposed to be created by running LocalSalesTaxv2.2.sql wasn't really created.
I decided to re-run it (via the edit box (copy & paste) because the 'upload file' doesn't really work) and I received the following which looked familiar from the first run (which I mistook for a non-failure):

Check your database to be sure the table is there and it is named correctly with whatever table prefix you have chosen (if any).

Update: baffled by the mismatch by the table names (TABLE_LOCAL_SALES_TAXES vs. tax_rates_local) I tried to see where that TABLE_LOCAL_SALES_TAXES could possibly come from. I found two places in which TABLE_LOCAL_SALES_TAXES should be substitued by 'tax_rates_local'
PHP Code:

That led me to find what my problem was: I forgot to upload one file: [FONT="Courier New"]/includes/extra_datafiles/ot_local_sales_taxes_databse_tables.php[/FONT]
See what I mean by "applying patches manually is error prone"? :mellow:
I wish there were a way to unpack the entire package into the directory structure in one step. Something like 'tar -xvf LocalSalesTaxModv2.2.tar'.

Unfortunately, this mod seems to be not working for me. I repeated all steps properly this time - from the beginning (on a test store of course) - but I keep getting calculations as if no local sales tax is defined.
I mean, everything works just as before: State tax is applied but the local sales tax is simply not there:

Shouldn't there be another line for local sales tax?
What could have I done wrong in installing/configuring this mod?

On the Gift Cert Mod, your link to the calculation error in gift cert totals worked. All the totals are correct!
I really appreciate your help. This is a great mod and will put our store in compliance with the new destination based sales tax in WA.

I changed the sort order to 301 (one above Tax) but that didn't help.
I also changed the permissions on the mod's .php files from 644 to 755, but that didn't help either.
I must be doing something fundamentally incorrect but what is it?

Its difficult to say what could be causing the problem.
First, double check your tax class to be sure the products you are using to test with match the tax class set up for your local tax, I've seen this cause problems many times.
Also, have you installed any other mods that could possibly conflict with this one?

Other than installing the GV bugfix, I installed only one mod (aka "add on") - CAPTCHA by Andrew Berezin. That add on worked and continues to work flawlessly.
I just have to make yours work (for me - I know it works for others). :smile:

No, you should not need to create a new tax class, you just need to be sure the tax class is assigned to your test product and to the local tax.
The debugging info will show up in the checkout area above the cart total summary, but it will only show if the local sales tax is actually being applied.
I'm not sure what else to suggest at this point. If you would like I could take a look at the admin settings. If that's what you would like to do you can PM me with log-in info.

LadyHLG, thank you very much for your help. I just PM-ed you the required info.
BTW, I also checked whether this has anything to do with the infamous DOS vs. UNIX end-of-line. My host is Linux based. All Zen Cart .php file have DOS end-of-line (CRLF), so this couldn't be the source of the problem.

Hello. I have be working with this mod and it is great, thanks so much for putting this out there. I am working on a table for NC, with Counties, City, Zip. So I will post that when I am done.
But I am having one issue. Here is an example of what my checkout window looks like:

Per Item (Best Way): $4.95
NC State Tax 4.25%: $0.85

So at first glance I notice that the amount was right, but I didn't see the local tax amount, and then it was at the top, not listed under NC State Tax 4.25% like I thought it would be.
Do you know if there is anyway to fix this?

Kokopelli628, I wish I were at your situation. :smile:
I am still at lost with my own problem, but if I understand your problem correctly, you just need to turn off "debug mode" where you install/uninstall or enable/disable this module.
Also, you may want to change the sort order from the default 250 to 301 or higher.
Lastly, I hope that you applied the GV bugfix, otherwise you will have calculation errors when customers use gift vouchers (aka gift certificates).

Make the sort order for the local sales tax mod lower than that for the tax. So if your tax sort order is 300 make the local sales tax 299.
Does the output show now in the totals?

I've just installed this mod--thanks! Being from NY has made collecting sales tax a nightmare... my issue:
When I goto Local Sales Taxes I get this messsage (like another poster):

It looks like the mod can't find the table. Did you have any probelms with the sql install? You need to verify that the table actaully exists in the database.

Thanks for the quick response!
I wasn't sure if it installed correctly, but it showed up in the drop down menu so I thought it must have. Is there somewhere I can go to dwonlad that table, then a spot I should put it in on the ftp? Or another type of fix? I looked for a way to unistall to try again but couldn't figure it out.

As part of the mod there is a folder called
FullVersion\sqlfiles\NewInstall
With a file called LocalSalesTaxv2.2.sql
You need to use the cart admin Install SQL Patches to run the sql file and create the table.

I don't know how to do that--after much searching and some vain attemtps, I haven't figured it out.
I see that file on my computer and have attempted to upload it but I don't see anything happen and I don't know anything about the "query to be executed" feature. Is ther a tutorial or some info somewhere you could link me to? I couldn't find any details of how to do it on my own.

(Obviously a newbie...)
On the install sql patches page there's a query execution box and an upload file box--I used the upload file box section. That didn't fix the error, and I don't know how to use the query execution box.

Ok, so instead of uploading the file, open it (you can open it with any type of text editor). Copy everything in the file and paste it into the query execution box on the Install sql patches page.
If it fails again try adding a semicolon ";" at the end of the last line.

Hello all,
I'm sorry to say we have discover a bug in the local sales tax mod. (Thanks to Daniel for bringing this to light!)
The bug occurs when a customer purchases a downloadable product or products only.
I am attaching a new file here that hopefully corrects this error, it also has more detailed debugging to help locate problems in the future.
Use the attached file to replace includes\modules\order_total\ot_local_sales_taxes.php
If anyone encounters any other issues please let me know asap, I will wait a few days before posting the new file to the downloads.

LadyHLG, thank you very much for trouleshooting and fixing this problem. The speed at which you did that is impressive!
I would like to add to the existing documentation that, when listing towns/cities in the 'Search Data' edit box ("Search Field = city"), separating names by a semicolon, there must not be any leading or trailing spaces.
That is, the following list will work:

Also, please note that the README.txt file in the mod is incorrect as its states:
***Version 2.2 Updates***************************************
Allow for both single zip codes and zip code ranges mixed into a single record.
This update should allow for zip code entries like:
53528;53711-to-53720;53524;54302-54310 Which mixes both the ranges and the single entries in one comma delimited list.
Updated admin to allow for larger data entries-- Thanks to sublime19 for this!!
Changed local_datamatch field to text to allow for more data

It should say "semi-colon delimited list".
I will make sure this is corrected in the next version, and see if we can do some error checking to remove spaces just incase.

The spacing issue with the delimited lists actually revealed a problem with the file posted above.

Hi,
I'm new to Zen but not new to web programming and db stuff in general.
I've installed the mod and uploaded the data for FL. Everything seems to be ok from the database side. I only have one tax class.
The problem I'm seeing is that the local sales tax isn't showing up on the Payment Information page. I saw in an earlier post you mentioned changing the mod sort order. But I'm unsure of what/where that is.
Any help is greatly appreciated.

Check in the admin under
Modules -> Order Total
First, make sure the mod is turned on then try changing the sort order number I have mine set to 299, but it can vary depending on what other Order Total mods you have.
(Also be sure to download the file from post #46 above which has a bug fix!)

Sorry about the lengthy debug, its the only way to see how the cart is checking the taxes the, final posted version wont be so long, but for testing I left it in.
A couple of questions what zip code are you using to test with and how many actual local sales taxes do you have set up.
The number can be found on the local taxes admin page at the bottom left corner should look something like this..
Displaying 1 to 5 (of 5 local taxes).

For the benefit of NEW installs (i.e. not updates/upgrades) of this mod, I am including a .tgz file that, if you place in the store's root (aka 'catalog' or top-level directory) and perform a tar -zxvf, it will copy all necessary files in one step.
This can prevent problems of forgetting to copy one (or more) of the .php files nested in the various subdirectories (as happened to me).
Please note: this file is attached as a ZIP file, but it is not a zip file. You need to change its extension to .tgz or .tar.gz before attempting to ran 'tar -zxvf' on it.
LadyHLG, you are welcome to include this in your package (along with clear instructions as how to use it).
Here are the instructions how to use this file:
- Copy local_sales_tax_mod_2.2.2.zip to your store's <catalog> directory (usually "store" or "shop").
- Rename it to local_sales_tax_mod_2.2.2.tgz
- Run (from the shell) the following command:
- tar -zxvf local_sales_tax_mod_2.2.2.tgz
- Delete the file local_sales_tax_mod_2.2.2.tgz
LadyHLG, if you want to generate this file for future versions, the way to do this from the command line is:

Well the mod matched the tax
We have a single-33139
Single value 33139 matches
Tax Class Sub Total = 0
But didn't return a taxable subtotal.
So the first thing to check is that the product you are testing with is actually assigned to your tax class.

Hi LadyHLG,
I seem to be getting the same error as Inewman except that I have city names.
I'm on ZC 1.3.8
I have Local Sales Tax Mod v.2.2.2 version and got the .sql file from v.2.2 because it wasn't with v.2.2.2.
I'm listing city names with the semi-colon space between each city and have placed a final semi-colon on the end.
I've also defined the local tax class & zone and am still getting this error.
My US state is CA.
Any ideas?
BTW it is calculating the tax perfectly. Thank You very much! :smile:

Correction. I was seeing the proper tax rate before I linked the Local Sales Tax Cities to their proper Tax Class. Now just get that long string. I think I'm missing something basic here but I need a hint.

To confirm. You are talking about the ot_local_sales_taxes.zip patch?
How should the list read? With CityName;spaceCityName or CityName;CityName ?
It's easy for me to change the list to what the mod expects to see.

It should read:
City;City;City
No spaces before or after the semi-colon.

Version 2.3 upgrade of the Mod is now available in the downloads area. It can be found here.
2.3 Includes:
* Corrected tax bug that caused sales tax to not be applied on downloaded products.
* Check for spacing in semi-colon delimited list
* Updated admin form fields to allow for larger data entries
* Extended local tax data match field instructions to help clarify proper entries
* Added 2 different levels of debugging information to help narrow down future issues.
This is an update s, if you have not done so already, please be sure to download and install version 2.2 prior to installing version 2.3.

I just read your readme and ... :frusty:
This is more work than anyone should have to do as far as getting taxes going. I can't see everyone that sells in CA going thru all this work! There's got to be a better way.
And since the tax rate changes in January, we all have to go thru this again?? Just the thought of messing with this again makes me want to cry.
Also, the Local Sales Tax page is too wide. It was much better before. I have a 22" monitor and it's 2.5 widths wide.

Sorry for being so vague.
This is my understanding of how the taxes should be entered.
1) enter zones like Calif - Los Angeles for EACH COUNTY
2) Define zones for EACH COUNTY
3) enter EVERY tax rate for EACH COUNTY
4) hook the Definition to the Zone for EACH COUNTY
5) Enter the Cities for EACH COUNTY and EACH TAX RATE. So for Los Angeles County where you have 3 tax rates you have to do 3 City List entries.
Is this correct? Is there an easier way? Does everyone do this?

Yes that is correct, if you want to charge tax specifically by county.
No, not everyone does this, its just one option to try and make sure you are charging the correct tax, some people charge tax by zip code only, its not as accurate but its better than simply applying one tax for the whole state. The mod is specifically designed so that you choose what method works best for your state and situation. You can charge by zip, by city, by suburb (aka - address 2), you can set up the counties or not. Its up to you.
If you had it set up by zip code or city and are happy with it then you dont have to change it to the county zones, its only a suggestion (I included it in the readme because its one of the questions I get asked the most and its far to lengthy a process to keep explaining.)

Better ways? There are other ways, there are tax services that charge monthly fees to calculate the sales tax for you (similar to the shipping mods to calculate shipping costs). But they are not free, far from it. There are also other eCommerce systems available some of the hosted ones have built in sales tax options to calculate tax for you, but these are never free (at least none that I am aware of). Frankly, for a free open source system, zen cart has one of the most detailed sales tax options available among all the carts I have looked at, including ones that are not free.
I can see you are frustrated, its one of the reasons I wrote the mod in the first place. CA has one of the most complicated sales taxes out there, so do TX and NY among others, which is why you will find entire threads here and on eCommerce boards all over the web dedicated to sales tax issues. Frankly the best resource you have is your fellow CA business owners, they are all struggling with the same issues you are.
There are several other threads in this forum discussing CA sales taxes, one of them may offer a different approach for you, but I can't stress enough the need for caution, especially when taking what seems to be an easy solution, check with your taxing authority directly to be sure you are doing things correctly, after all YOU are the one that will have to deal with the government if you get audited. I'm pretty sure "someone on the internet told me I could do it this way", isn't going to get you out of trouble if you do get audited. :no:
Unfortunately, the states simply don't care whether or not you are a small business with limited resources. The tax laws are what they are and states want what they want. Supposedly several of the states are trying to "streamline" the way this is done, but frankly they have accomplished little to nothing.

I'm afraid I'm not seeing this, I have only 17" monitor but things appear correctly for me. Its most likely a bi-product of large data field, the mod was never really designed for the long entries.
I need a screen shot of the page to offer a correction or fix.

Thank you for your kind and patient response. You are correct, entering the data by zip isn't accurate enough for the BOE and entering the flat state tax leaves the responsibility on the consumer. While this is fine for some shop owners I don't believe most consumers will actually claim & pay the difference to the state, resulting in lost revenue to the state. The state is already broke, why make things worse.
I thought I had it set up by city but the information wasn't showing correctly so I deleted everything and started on the epic journey of setting it up by county. Oy Vey!
Since I'm not near done with this procedure and since maintenance on the county way is more difficult, I'd rather go back to doing it by city if you could be kind enough to modify my steps above to show me the proper way to do it by city.

Taxing by city name does not require any modifications to the zones. Its done entirely through the local tax mod same as you had it before.
You can either enter each city as a separate record or, for cities with the same tax rates, you can put them into semicolon deliminated records.
Also, it looks to me from the screen shots you posted that there are files missing on your install. Make sure you have all the files from version 2.2 installed and then copy over the updated files from version 2.3 (2.3 is only an upgrade not a full version install it will only over write some of the files, the others need to be left alone).

I just realized something very important that I forgot to include in the install instructions for 2.3!
When upgrading from 2.2 to 2.3 you will have to "remove" the mod from the admin and then reinstall it.
Step 1
In the admin go to MODULES --> ORDER TOTAL and select Local Sales Taxes
Take note of the module sort order
Step 2
Click the 'REMOVE' button (far right)
Don't worry you wont loose any data!
Step 3
Click the 'INSTALL" button
Change the sort order from the default back to your previous setting.
I apologize to everyone for leaving this out and for the confusion it might have caused!! :blush:

Great, that's the way I had it before and I liked it. The only problem was that the tax rate, even though it was calculating the total correctly, the tax amount wasn't displaying in the cart. Any ideas on this before I start my redo? Or will the "uninstall/install' on the order total screen correct this?

From the images you posted it looks like you are missing the language files or have them in the wrong place.
Check to make sure the following file exists:
admin\includes\languages\english\local_sales_taxes.php

Hi, Pulling my hair out again.
I deleted all the work I did last night on the zones for the counties and re-entered all the city data. I took out all the tax rates for the counties and entered just a simple entry for each rate, all with a Priority of 1. That gave me tax on a $54. item of $95. I then played with the priorities and that didn't work so I removed ALL of the rates which removed the tax all together. ?? I'm just not getting this.

Ok at this point I think it time to take a step back, take a breath, and start fresh.
Issue 1 -
The image you posted is much to small to actually see anything. But from the previous images its clear something is wrong with your Local Sales Tax Mod install.
Without that installed correctly who knows what other issues it would cause.
The only thing to do at this point is to remove the module completely and reinstall it.
So "uninstall" the module through the cart Admin and then physically delete ALL the local sales tax files.
After all the files are gone, I would go back into the cart admin and double check that things are working properly and that the mod does not show any more in the admin.
After its gone reinstall the mod.
Copy over all the files in the admin and includes folders inside the FullVersion 2.2 catalog folder.
Next, do the same with the Version 2.3 files.
Log into the cart admin and reinstall the mod in Modules-->Order Total.
Once its installed go to Locations/Taxes --> Local Sales Taxes and check to be sure the Mod is displaying correctly.
Attached image shows what it should look like.

OK I did what you said. Removed everything and installed 2.2 & then 2.3. The first page of the cities is fine but the second page is wider.
Now how do I get the tax to display correctly in my cart? How do I enter the rates on the Tax Rates page? If I enter all the tax rates they compound & I end up with a $95 tax

Well at least it looks like your local sales tax mod is functioning correctly now.
Next issue.
You need to delete those zone taxes. You have 13 zone taxes all set up for CA. The local sales tax mod does not need these! It calculates the local tax on its own. The rest of what you see are the main cart tax calculations NOT the local sales taxes.
Your $95 sales tax is because of the zone taxes not the local sales tax mod.
Assuming the tax rates you have in the local tax mod include both the statewide sales tax for CA as well as the local tax rates you do not need ANY zone taxes for CA at all the local sales tax mod will take care of it.
An example of Local Sales Tax only would be:
Los Angeles - tax rate of 8.250%
In your particular situation, the only reason you would create a zone tax is if you want to apply the statewide sales tax (7.25%)
to all CA orders and then use the local sales tax mod to add whatever additional local sales tax is needed based on the city.
An example of using the zone tax with the local sales tax would be:
California Zone tax of 7.25%
Los Angeles tax rate of 1.00%
ie - zone tax + local tax = total sales tax
7.25% + 1.00% = 8.250%
I hope that makes sense because I'm not sure how else to explain this.

I have chosen to use your first example but when I remove all of the Tax Rates and just leave the Local, no tax showes up in the cart. However, the correct tax is calculated in the final Total.

I've tried to read these threads but I didn't see anyone who is experiencing the same problem as me. I'm running 1.3.7, so I installed version 2.0 of this module. I uploaded the files checked that permissions were 755 and installed the database table. But when I go to Modules --> Order Totals in my admin I don't see the module to install. I only see four modules:
COD Fee
Discount Coupon
Gift Wrap
Group Discount
I hope someone has seen this before and can help me. I really need to get this module installed. Thank you!

I was just wondering, have you tried to install the latest version, just to see what happens?
The mod does not overwrite any core files.
Also, problems like you are describing generally result from missing or misplaced files.

I must be doing something wrong here. I am using zen cart 1.3.8. I just installed 2.2 following the steps in README.txt. When I went to Modules-->Order Total I did not see "Local Sales Tax" as the doc said I would see to install the module. After looking through the this forum I saw another post about needing to upload ot_local_sales_taxes.php from the upgradeonly folder. I did this and now I see "MODULE_ORDER_TOTAL_COUNTY_LOCAL_TAX_TITLE" listed but I also get a warning:

So I checked the languages/english/modules/order_total and the ot_local_sales_taxes.php was not there. I copied it here so it was now in /htdocs/site/includes/languages/english/modules/order_total/ as well as /htdocs/site/includes/modules/order_total but I then get the following error:
Fatal error: Cannot redeclare class ot_local_sales_taxes in /htdocs/site/includes/modules/order_total/ot_local_sales_taxes.php on line 45
I even tried upgrading to 2.3, but get the same errors/warnings.
Any help on this would be much appreciated

From the looks of things either you got something copied over wrong or you are missing files.
The only thing I can suggest is to remove all the local sales tax files and start from the beginning. Make sure you are copying all the files correctly. If you have already run the sql file successfully you dont need to run it again the database table is already there.
So copy over all the New install 2.2 files in exactly the same file structure as is found in the Install. Then the 2.3 upgrade files. Then run the install from Modules -> Order Total.
