paypal express broken by installing google checkout

I have upgraded from 1.3.8a when I test paypal express by adding item to cart I go to paypal site enter information come back to my site click confirm order and get error please select payment type, but there is no payment type on the screen only shipping, enter coupon, gift card, no payment button. Pretty sure in 1.3.8 paypal was listed with a pre-clicked radio button. Please help :censored::censored:

Had google checkout installed also, uninstalled google and paypal works fine. I will try to re-install google and see what happens later.
