PayPal provides the ability to perform a Reference Transaction API call to order using a previous transaction ID that will tie it to a CC that PayPal has on file. I would like to create a "Quick Reorder" for my customers through this feature. Does zen cart support that API. I couldn't find it.

No, at the present time there is no support for that built-in.
There is a lot more to a reference transaction than just the CC number. There are payment threshold limits, customer authorizations to permit the re-use of old transaction data, and much more. Plus, building out all the architecture for repeat transactions and subscriptions and customer/store notification, etc adds a lot more comple xity that isn't built overnight.
