2 questions on tab category drop downs

I am trying to change the color in the category_drop_down_select_menu_1-4
I though you could change it here:
#navCatTabsDropdown * li:hover ul
{
visibility:visible;
background-color: #ffffff;
border: 2px outset;
white-space:nowrap;
}
I want to change it using this
background-image: url(../images/tile_back.gif);
background-repeat: repeat-x;

but the background color stays white.

Any solution, and I doing something wrong?

Actually I like css_horizontal_dynamic_menu_pauls_edition_1-1
better, but it does not show all my categories, is there a limit on this one?
