Well, timezone is something set in php.ini and/or in the includes/extra_configures/set_time_zone.php
As for sale ending: the maintenance mode configuration offers the ability to display a message on every page. If that message happens to be a countdown timer? Then so be it...
As to holding a product in the cart and retaining the price... well, how far out do you do that? I mean, would it be an indefinite hold? An hour after the sale ended? 2 hours? Wouldn't whatever hold time then become the problem time and one needs to hold it longer? If it were put in the cart and then the user logged out, shouldn't they have access to that price when they again login? Etc... simplest to claim a start/end time period, advertise correctly and sufficiently and if "must" be nice, then do that on a case-by-case basis...

It shows the date. You could alter the code to show the timezone if you felt that was important.
Sale expiry is not based on GMT, it's based on the time your store uses. If your store is not using your local timezone, you should fix that:

The issue of the timezone is not whether it uses mine or not (I am not in a common time zone) but the fact that it is not in the customer's time zone, which would be another thing altogether, which is why, if a countdown was available, it would not matter where it is if the customer knows, while shopping, that there is 6 hours left or 3 hours left mostly to avoid "missing" it by 10 minutes or so!

Also, is that plugin compatible with 1.5.7? The description mentions only up to 1.5.4

It works with all 1.5.x versions. It hasn't been updated in a long time, that's why the version info is old.
