If you rename your file on the server:
/includes/templates/ssys_template/templates/tpl_modules_shipping_estimator.php
to be:
/includes/templates/ssys_template/templates/tpl_modules_shipping_estimator.php_BROKEN
you should find things work ...
I do not know what you are doing with this file but it is breaking the shipping estimator ...

The only other file I've changed around there was ...templates/tpl_shopping_cart_default.php
that wouldn't have done anything, would it?

Ok, that seems to do the trick! qty 1 is still slightly more expensive than 2... but I'm not going to worry about that now - at least the other shipping is no longer $0.

If you set the Machinable to false then the charges will be lower on the quantity 1 than quantity 2 ...
Machinable is cheaper ... but Machinable is managed by:
