How to modify the "tagline" on the main store page?
I've searched every file on the FTP directory and searched for the file that feeds the style-sheet for the main page looking for "Sales Message Goes Here" so I can change that. What is the file that controls that message?

As I found a tiny branding error on my tagline, I was just about to ask the same question.
I edited that file (and the matching French one) but I still don't see the change (and I tried on a different computer too).
On this page, do you see Paintshop or PaintShop in the tagline? Maybe it is just me?

Yep, when I hover over the site's name in the FireFox tab-bar, it reads Creation Cassel, Making Memories with Paintshop Pro

includes/languages/english/YOUR_TEMPLATE/header.php
Look for the define "HEADER_SALES_TEXT".

Hum.. yet I edited the header.php file in the include/english/classic/ folder and also in the french/classic and also the /MY-TEMPLATE/ one
Any idea where I am missing?

That's a different define. The OP asked for the one that shows up on-page.
Yours is in includes/languages/english/YOUR_TEMPLATE/meta_tags.php - look for SITE_TAGLINE.

I am using a clone of the responsive_classic, and there is no meta_tags.php file. Should I create one? If som from where?

In that setup, yes should add one from includes/languages/english/meta_tags.php.
On the catalog side the template override is attempted first and when not found/present is pulled from the base install.
